Is there a way to edit the fees in individual revisions?

The short answer is no. Fees (HazMat, Shop Supplies) are generated by $ or % calculations, sometimes a flat $ amount if setup that way.
Is one or more Sub-EST tabs fee amount too much?
Please note that if you set a fee cap in HazMat and/or Shop Supplies that is applied AFTER transfer to the Order screen.
